fixInvalidTxFlags

Fixes a bug that currently allows invalid flags to be provided to some transactions. While these invalid flags currently do nothing, they should actually produce a malformed error.

fixInvalidTxFlags has been enabled on the XahauTestnet Network since its first ledger.
