An omnibus Hook fix: stricter STO and Path parsing in the sto_ Hook APIs, an out-of-bounds accept or rollback reason ends as a visible rollback, emit fees are computed against the applied ledger rather than the node's open ledger, an empty HookName is rejected and ClaimReward validates HookName.
