RNG

A consensus random number generator for Hooks: each proposing UNLReport validator commits to a secret and reveals it in a later ledger with a new Entropy pseudo-transaction, seeding a singleton Random ledger object that hooks draw from with the dice and util_random APIs.

RNG has been enabled on the XahauTestnet Network since its first ledger.

Its state is read from the ledger (ledger 13,604,673); votes from the validators' validations of each voting ledger, counted as the network's nodes count them (voting ledger 13,604,607); majorities and enablement from WinDB's EnableAmendment record.
