PWALoader

An account may publish a small HTML bootloader for a Progressive Web App on ledger, in a new AppLoader field of AccountSet: valid UTF-8 HTML of up to 4096 bytes, 1 drop per byte in fees and no reserve.

PWALoader has been enabled on the XahauTestnet Network since its first ledger.
