HookOnV2

Hooks may continue to specify HookOn with the existing behaviour, or optionally replace it with two separate fields: HookOnIncoming and HookOnOutgoing. Replaced by HookOnV2_1 in 2026.10.13+4119 and no longer supported.

HookOnV2 has been enabled on the XahauTestnet Network since its first ledger.
